This sculpture has copies of the citizenship status form I-9 pasted on it, and refers to the policy of requiring employers to certify immigration status of employees, thus making it much harder for undocumented immigrants to find employment.  Illegalizing people doesn't stop them from getting jobs.  It just increases the likelihood that they won't get paid for their work.
